Build mode items disappear, game then freezes, endless exit/save buffer

When I open my game my Sim works fine, but when I go into build mode, I can't place anything because it disappears as soon as I place it into the world. When I exit build mode, the game is completely frozen, and when I try to exit or save the game, the loading screen just spins forever. I've removed all my mods/cc, I've repaired the game, I've restarted the game, I've even restarted my computer. I'm not sure what to do at this point or what the problem is.
