No, nothing is deleted and you wouldn't necessarily have to start all over again. Your user data is safely stored in the Sims 4 fodler you moved/renamed and can be tested in the new Sims 4 folder that is created. No, not at all. Saves continue to work when you add in new DLC. What can break are Mods and CC and this can sometimes have an effect on a save file. But adding 3rd party content to your game is always a risk the user takes and proper steps should be taken to maintain a modded game.
