ellabellie​  Your dxdiag is full of crashes of the Windows USB 3 driver, in fact that's the only type of crash listed, as I guess these have crowded out everything else.  This crash is typically not serious and easily resolved—unplug all your USB 3 devices and restart your computer (a real restart, not just close/open the laptop lid, or shut down/reboot).

If this doesn't help with the Sims 4 error, please test with all USB devices disconnected, after another system restart.

If that doesn't help either, please try playing in a new admin Windows account; this will test a number of possible issues at once.  Make the account local, as in, don't link it to your Microsoft account or any email address.  You can keep saying you don't have that info and end up answering some security questions instead.  You'll be able to (try to) launch Sims 4 without reinstalling anything, but your saves and other user data won't be available.
