Pineapplechnks I'm not sure why either, although if you're happy with windowed fullscreen, you don't need to do anything else. It should look the same as fullscreen mode and run almost as well.
The driver for your graphics chip is a bit old, so if you really want fullscreen to work, you could try installing the newest driver Microsoft offers for the chip. Just pick the first download here:

To be clear, I'm not saying you need to do this, only that you can try it if you want. And you may get a notification that the driver is incompatible, not because it is, but because HP software sometimes blocks the installation of drivers not provided by HP. If you see that, just stick with the HP driver you have.
