can't build in build mode

esorbtw Does this happen on a different lot in the same save? Please test one of your own lots, if you've built elsewhere, and a default EA-made lot either way. If the EA-made lot is affected too, please test a new save as well.
If the new save is also affected, please provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.

I'm now confused as to what is wrong with my game. When I first noticed the build mode it was about 3 weeks ago and one day it stopped having the issue but it came back the next day, it would have the issue with mods or even without my mods. After trying it just now without mods after trying to fix it for hours last night, a new game without mods seemed to be working. Even though when I would try a new game before, it wouldn't work.. I'm confused if it's my mods or if it's still just the game at this point or maybe I messed something up when trying to fix it last night because again when I would test it without mods it wouldn't work, so I'm not sure what it's doing anymore. Here is the dxdiag!
