DLC Not Loading In-Game

I play on Steam and the accounts are linked. 

 I have all but three of the expansion packs. I can only access five of the packs I own. It is the same for the other DLC I own.

I have tried loading from Marketplace as one user suggested. I still can't access the packs. Thisis  didn't happen until the last "update." I tried to repair the game by uinstalling and reinstalling it twice. That was before the announcment that there was a problem, and they were working on a fix.

I have my saves on a different exterenal hard drive, so they are safe.

I am just at a loss on how to play or move forward to fix this issue.
