DLC Saying it's owned but not installed - I never bought any of it

I was looking to buy the Cats & Dogs pack in The Sims, however when I went into the marketplace because it showed it was on sale a few days ago, it said it was owned, but not installed. Turns out it says that for all of my packs. I went to the EA app to see if somehow it had been bought, but on both the EA app and Steam, it says I have to buy it still. My little sister was on my computer for a while a couple days ago, so it might've been something she did, but regardless, I'd like to know if this is fixable since they only seem to be on sale in the Sims app, not the EA/Steam app.
