error 000008:0000008c code then crash

I get the "sims delivery failed" error 0000008:00000008c and if i go to "load" instead of resume it says the save failed error code 22

I have: 

1. uninstalled and reinstalled EA app and the Sims 4. same problem so then I
2. backed up the sims 4 file from Documents/electronicarts/the sims 4
3. Put the Back up folder on my desk top and renamed it 
4. Deleted "The Sims 4" from Documents/ElectronicArts/The Sims 4 file 
5. Restarted my Computer
6. Launched Sims 4 to see if it was any of my saved files causing the problem
7. Same problem the "Sims delivery failed" message pops up with error 0000008:00000000008c but now it wont even let me click on it, the game crashes a few seconds after opening and closes out. 

 HELP!!!
