Game super laggy

You have two graphic cards . Are you sure that game is working on Nvidia card? It looks like the game uses an Intel card

Thanks for the response, but unfortunately I already had it in those settings before I tried everything (as in picture), but if I am doing something wrong please let me know. Also my computer is up to date, it updated this morning. 

I see @kreatora made a typo, make sure to update (not edit) you drivers for the GeForce card:

Yours are from 2017, which is rather old.

Because it does not look like the game's fault, it may be some system problem.

You have a i7-8550U, the U stands for Ultra-Low-Power-Modelle. That is nice for a laptop, but bad for gaming because if the system is not detecting The Sims as a heavy task the CPU will clock with 1.8Ghz. Disable all Windows energy saving features.
Check also  whether your system has any problems that may not have been shown in DxDiag

Sorry for the super delayed reply I took a break because I was frustrated. I disabled all energy saving features a while ago and that didn't help. I just tried both of the links you posted and neither of them detected any problems.
