Game won't open TS4x64.exe error (please help)

this morning i downloaded some cc and then opened the game, but this error screen came up (see picture. first one is og in italian, second one is english translation i made with google translate) and...

ugoscago  Please remove your entire Mods folder, delete localthumbcache.package, and test again.

If that doesn't help, provide a dxdiag.  Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop.  From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
