BabyWeasel511 Please test whether your EA and Steam accounts are currently properly linked to each other, as I've described. When they're linked, and you've already installed Sims 4 through Steam, the EA App shouldn't try to install another copy of the base game. But it can happen if the link between the two accounts is broken, or if the accounts aren't linked to each other specifically.
Additionally, when downloading your packs from the EA App, click Sims 4 > Manage > Manage add-ons to see the Download buttons for those packs separate from the base game.
