Honey-Gumdrops Please clear the EA App's cache:
https://help.ea.com/en-us/help/faq/clear-cache-to-fix-problems-with-your-games/
and restart your computer, then try again.
If that doesn't help, please go to ea.com, sign in, open Account Settings > Order History, and list the status of your order: Completed, Processing, or Failed.

I did all this but the game is still saying the pack has been pre ordered and is not yet available for download.
I also tried repairing it
I am using a PC. I was able to manually download the pack by going to the library in the EA app. Click add ons and select the pack to download it

I still have issues and do not have my paid for content. Please advise!

My Account Settings > Order History, and list the status of your order states it's "Completed" for Businesses & Hobbies, but it lists the preorder date of purchase I think (02/11)... Still cannot access the Expansion in game.
Honey-Gumdrops Does the pack show as owned and installed in the EA App, under Sims 4 > Manage > Manage add-ons? If so, does the content show up in a new save? Please test for comparison's sake.
