infinite loading screen when loading into household or saving.

Whenever I press play on my households (through resume or load game) I can see that the game is loaded in the background, but the loading screen will still be up and won't go away, This issue also arises whenever I try to save (sometimes it will save if I'm still in live mode but it's very rare) saving as a new game doesn't fix this issue. 

i have mods installed (all up to date and no loading screen cc, although i have a cas background.) the game is also up to date and i have tried to repair it multiple times.
