Packs/Expansions downloaded on steam but not in game?

SOS, please someone help! I've been dealing with this issue for a few months now. My game was running great until a couple months ago when I bought the Life & Death DLC expansion pack. Before that I had 6 other packs downloaded and working smoothly.  While I bought the Life and Death pack, I also linked my Steam account to my EA account (EA is where I originally bought the game). Then after downloading the DLC and linking my account. Suddenly when I open up the in-game menu/homepage, I click "Load Game" then it says that I have missing content and need to download all my packs, but they literally show as bought and installed on Steam and in game. It also gives me the option to play my saved game without the content and when I do that, it only has the new Life & Death DLC content. I've been trying everything under the sun such as uninstalling the game, unlinking my accounts, restarting my laptop, installing the latest updates, etc and nothing is working. I dont know what to do anymore, I'm so lost : (((
