I am having this exact same issue.
I have tried: Resetting my PC, uninstalling/reinstalling Sims, installing just the base game with no DLC, Restoring my laptop to factory settings, clearing the EA cache, clearing the Steam cache, downloaded the latest NVIDIA driver, turned off cloud backup, moved sims to desktop, removed any and all mods, verified gaming files through Steam.
I'm on a Victus laptop, intel core i7 13700HX, Windows 11 10.0.22631, Driver: Game Ready Driver Version 566.14
I followed your instructions and have attached the file. I appreciate any help.
