Sims Are Not Doing Anything

I have cleared my caches and everything that I 'researched' to do. My Sims do nothing when I click on things.  When I first log into the game, they are active and doing things on their own, but when I try to play, they just stop. They stall and never move. I've tried resetting them and everything. It just started recently. It's on PC as well as Console. It's frustrating. I have every game pack with the exception of the kits. I have some of those. It's frustrating that I can't play at all. Is anyone else experiencing this?
