One reason the game might start up only very slowly is interference from an antivirus, so check yours for any recent actions involving Sims 4 or the EA App. If necessary, set exceptions for TS4_x64.exe and TS4_Launcher_x64.exe, plus EADesktop.exe for good measure. Or if you want to test the theory, temporarily disable the AV (just long enough to see whether it helps), then set the exceptions if warranted.
Of course, another reason for slow loading is a large collection of mods and custom content, so if you've added back the mods and cc, test without them again at least once.
