This also happens to me quite frequently. I am on PC and my cousin plays on Xbox. It is always the Xbox player that doesn't load in, I have never had it where Xbox loads and PC doesn't. I have had PC, Xbox, and PS5 in a party, but it is still only the Xbox player that doesn't load. Very frustrating.
