My Sim can't place a jelly fish on the ground to spawn the jelly butterfly. It keeps saying: More time needs to pass before more Jelly Butterflies can be summoned.

How much time needs to pass? A day? A week? It's not stated. She's trying to complete the Critter Hunter Aspiration and needs to catch a rare butterfly.
Different Household. Same vanilla test game.
Six Sim weeks have passed. Still getting: More time needs to pass before more Jelly Butterflies can be summoned.
I don't know when this broke, but I do know that previously more than one Household could preform this trick and I'm pretty sure the same Sim could do it more than once.
New TS4 folder. New Sim. No CC. No mods.
Thursday: First time catching a jellyfish. Everything worked fine.
Saturday: More time needs to pass before more Jelly Butterflies can be summoned.
Thursday. One week later. "More time needs to pass before more Jelly Butterflies can be summoned."
So, it seems to be one and done. No amount of time is long enough.
If one plays with multiple Households, they can't catch the Jelly Butterfly.
