Packs/Worlds showing as deactivated in-game/Not active after purchase

All of my expansion packs and add ons are missing. They are showing in my library and are downloaded but when the game is launched it is just showing base game and saying I don't have the packs. I've tried repairing the game and event uninstalling and reinstalling the game but still nothing is working. No mods.

Did you tried to enable it from the marketplace ( apparently it can be hidden there) 

I figured out what I was doing wrong.  Apparently, you now need to go into Marketplace, look under the "My Collection" tab and choose to 'Manage' (I think that was the option) then it will allow you to select or deselect all of the content you own.  I realized that none of the new content I had just bought was selected or enabled.  I clicked on each one to make sure it had a green checkmark and okay'd the selections. I think I had to re-start? But this time the new DLC's were all there, available and active to use.

I had bought some new DLC and while it was showing as downloaded, it also listed as "deactivated" on Marketplace and was like ghosted-out in my world selection.  If you go into your Marketplace and choose the My Collection tab, you should be able to manage all of your DLC.  I found that the DLC I had just bought was not "active".  It was downloaded but I needed to select it, by clicking on it so a green check-mark would appear.  Then I had okay'd it.  I think I had to re-start the game but this time all of the new stuff was playable and available.

I have had the same issues too. I bought 2 expansion packs and neither of them worked. On the EA app it says they are downloaded but when I go into the game I also have the greyed out things and it says it hasn't downloaded. I also tried loads of different things and I even resorted to uninstalling it on steam and redownloading it, which also didn't work. I had a look on reddit and tried my best to follow peoples instructions but nothing they said to do helped. I just want to try out the expansion packs I bought. Any tips or information would be great. 

I just purchased Lovestruck, Luxury & Paranormal Stuff yesterday and have been having issues since.

Files exist but content in game is missing. 

The game recognizes that it's there but says it's still waiting to download in game, already downloaded fully via EA. I've purchased the Royalty and Legacy pack since and have had zero issues.

Thank you. 5 hours of my very limited time waisted troubleshooting this issue. Your post here was the solution. I would not have found the answer on my own because I was looking at the back end or maybe something I have done, Thank you again for taking the time to put this information here.

I'm on a MacBook (hopped over here since I couldn't find any posts on the Mac forum) - but I want to confirm this solved the problem for me as well.
