I first encountered this issue about a year ago while converting existing buildings into Rental Residential with "For Rent" pack. This forced me to abandon a save I had played for several years. After this, I didn't play The Sims for nearly a year. A few months ago, I started a new save, demolishing all buildings in all worlds and evicting every Sim, rebuilding the worlds from scratch. (I own all world expansion packs.)
I gradually filled all towns with buildings, including Rental Residential lots, except for Willow Creek and Newcrest. When I reached Tomarang, the infamous orange exclamation mark appeared in Willow Creek. Since I haven’t done any gameplay other than constructing buildings in this save, it’s clear that this bug arises due to the lot count limit imposed by the game. This limit seems to be exceeded more quickly the more worlds and Rental Residential lots a player has, which may explain why users without all expansion packs don’t encounter this issue as often.

I want to emphasize once again that this bug occurs even in a clean save where no sims are played, and no new sims are added. This clearly indicates that the bug is directly related to the lot limit. I assume that rental lots only accelerate the exceeding of this limit, and even without rental lots, the same bug could occur as more new worlds are added.
