I am so sorry to hear this. I also had this problem a long time ago and for me, this occurred when I was playing in a corrupted save file. I play the game on a windows 11 PC but I would experience the same problem whenever I tried to delete a lot and it would not delete once the save file was corrupted beyond repair. If I caught save corruption early enough, I could delete lots and actually recover the save file but once it had spread to too many lots, I would encounter the “not being able to replace or delete lot problems”. The only option that I found that worked for me to fix this was to go back to a save file before the corruption started or where it had started but had not spread to too many lots and then delete or replace builds and lots.
