Sims needs UI 'close' when switch between live and build mode

When I have the Sims needs user UI open and switch between live mode and build mode, it closes and clicking on it closes it. Then I have to click on it again, and the Sims needs UI is displayed.

Additions - Things I have done:

The game was repaired
Cache was cleared
A new Sims 4 folder was created with a fresh new save file (no Mods + Allow Mods setting was disabled)
No LastExpection, LastCrash oder LastUIExpection were created
It occurs with both DX9 and DX11

Explanation of the attached video:
At the beginning, you can see that the needs UI is open. Then I go into build mode and then back into live mode, and you can see that the needs UI is “closed.” If I want to open it again, it closes, then I click on it again and it opens. You can repeat these steps several times, and it always happens.

happens on XBOX too - my work around after the April 16 patch is to do a relationship panel open first then the needs panel will open.

Description:
When switching from Build Mode back to Live Mode, the Needs UI disappears even though it appears to still be active. The UI briefly shows when toggled but immediately disappears again.
Steps to Reproduce:
Enter Live Mode with a Sim
Ensure the Needs UI is visible
Switch to Build Mode
Return from Build Mode back to Live Mode
The Needs UI is now missing
Try to open Needs UI (click or press O key)
Expected Result:
The Needs UI should remain visible after returning from Build Mode.
Actual Result:
The Needs UI is gone after returning from Build Mode.
When attempting to open it (mouse click or pressing O), it briefly appears and then immediately disappears again.
Additional Notes:
The UI seems to still exist in the background but is not properly rendered
Needs UI should persist when leaving Build Mode
Issue occurs specifically after exiting Build Mode back into Live Mode
