Unable to Plant

I am unable to plant anything in the ground or planters. I thought it was something with just the cowberry but it seems any plant doesn’t get the Plant option if it’s on the ground or in a planter. If I try to choose Plant from the planter, my Sim just puts the plant in the planter but doesn’t actually plant it. Then the Plant option is greyed out and it says it’s too cold to plant. This only recently happened after the July update. I have no mods or CC installed either.

    Was that happened when your sim plants in door, or plants at the place outdoor under the roof?
    If you didn't so, and season's winter, try to the above way. And please tell us your resoult.

    Have you tested this for multiple households/save games ? 

    Did you also try to verify the files through Steam ? There was a similar report but it resolved itself for the other user.
