Every time I launch Apex for the first time it opens up the Language Bar and changes my keyboard layout.
I've never experienced such thing in other games, I really don't know if this is because of Apex or Origin.
It does not happen with battlefield 5, so I guess it is caused by Apex Legends or Easy Anti-Cheat
I just tried with another game on Origin and it didn't happen as well. My Windows account is Administrator.
Sounds like it's definitely related to Apex or the anti-cheat.
I tried to report this in the report bugs forum but it requires data from in-game and this happen before even getting into it. Not sure if the devs or someone else from EA will take a look at this here.

I did some research and it appears to be related to Source Engine games. Found some threads talking about the issue, such as:

But none of the tips above seem to fix the problem on my system.
Is there no solution yet to the problem? It is definitely linked to Apex legends and can only be fixed with a restart.
The US keyboard isnt even listed anywhere in the system
Marking the Run as Administrator option in game exe file, fixed it for me.
I want to add to the issue, my pc runs perfectly fine, from working perfectly for years to fresh instal in fully formated, fresh, brand new drive, everything updated, only one language (us english) and ONE 1 keyboard set up (latin american, NO US ENG KEYBOARD AT ALL), when I open the game it brings out the language button, which I have hidden, and enables us english keyboard effectively, allowing to change keyboards, ON THE TASK BAR BUTTON ONLY, but, when I go to the settings it is not enabled, not even set, so it cannot be removed, a re-start would fix it until I open the game again (then I would need another restart... until I open the game again, restart, rinse and repeat), can confirm it only happens with apex, still no fix as of 04/17/19
My windows 10 is in English (US), but my keyboard is Portuguese (ABNT2), I tried to run as administrator, both the anti-cheat and the game executable, but this didn't work.
this has happened to me in PUBG that also uses Easy Anti-Cheat, but it was not always the way it happens when opening Apex Legends.
The way I found it to fix this:
-In Windows settings;
-In Language settings, in your language already configured, click options;
-Add the US QWERTY keyboard layout, and then remove it.
