I am on xbox and my friend is on playstation. We followed the steps and made our accounts discoverable. It still didn't work. He is a new player, so maybe that has something to do with it. He completed the tutorial as well. I am able to search other playstation accounts as well. Is there something that we are missing? Any help would be appreciated.

Community ManagerYour friends might have cross platform off in-game or have add crossplay friends off in their ea settings. You might also have this, so double check.
I can find other accounts that aren't xbox. We have gone to the website and verified we have the correct settings. It still didn't work. The only thing I can assume is that he is brand new to the game. As in he hasn't played online yet. Just the tutorial.

There are a few things we'll want to double check for these settings to try and get things working for your group.
If you're in-game you've probably already done this, but those of you playing on Nintendo and PlayStation will want to be sure you've linked those accounts to your EA Account.
Once you've done that, make sure you've all logged into your EA Account page here to check all the relevant Allow users to search for me by options. Each person will need to check these options in their own account.
Another option would be to try searching using each other's EA ID specifically, even if you'll be playing on Switch or PlayStation instead of PC. That can be found here if anyone is unsure what they had chosen.
