Cross progression dificulties
I feel ive done the steps correctly for switching which saved progression I am attempting to aquire. But the saved data I am looking for is still not showing. Both accounts have been linked to my EA account for some time. Steps I have taken, in order, are:
1: Unlinking the undesiered account(Steam)
2: Repairing the game then checking for the desired save (failure)
3: Unlinking then relinking the desired account (Xbox)
4: Repairing the game then checking for the desired save (failure)
I do not have access to an Xbox

Sorry for the confusion here. The reason this isn't working is because you're not actually able to transfer anything between different accounts. Progress is stored at the EA account level rather than on individual platforms like Steam or Xbox. Cross Progression lets you access the progress on an EA account with any platforms linked to that same account. Linking them to a different EA account does not transfer that progress - you would simply lose access to it since you're no longer connected to the original EA account, which is what happened here.
If you played on Xbox in the past and are trying to use that progress, what you'll actually need to do is locate whichever EA account your Xbox profile was linked to when you played in the past. It doesn't look like the EA account you're posting with has ever launched Apex on Xbox, so there would definitely be another EA account somewhere with that progress.
Re-linking your Xbox and any other platforms (in this case Steam) to that older account would let you access whatever progress had been made there. We are not able to make any changes to your account status or progress via the forums, but if something was linked or unlinked incorrectly it may be worth contacting support to see if the original platforms can be re-linked.
