Frame lock at 25-30 fps

hello, maybe it's just me. my game keeps getting random frame lock from 130 to 30 fps. even in the menu, I get the same fps lock, still on 30 fps. there's no heavy tasks on my GPU, Processor, and ram. but I do notice that this frame lock happened after I accidentally update my windows to windows 11 and revert back to 10.
