Frame Rate Cap?

I hadn't played Apex since October, jumped on today and my Frame Rate is locked at 40 FPS for some reason?

I've updated all of my drivers, made sure Windows was fully up to date, turned all the Graphics setting to their lowest setting on Apex - alot of the usual fixes for frame rate issues and technical issues - and for some reason it's still capping out at 40 FPS

Last time I played I was on 240 FPS so something has happened between now and then to drop it 200 Frames but I can't figure out what could have dropped it so much.

Are there any obvious solutions that i've missed? Any well known background programs that have been known to interfere with Apex and drop frames in the last few months? Any help at all would be great, thanks
