Does it happen if you play after a proper clean boot?

Yep. Happens after disabling everything in msconfig, also happened on a fresh system with only origin, basic drivers and apex legends installed.

Ok, just so we don't waste a lot of time suggesting things you have already tried, can you give a list of what you have already tried?

Google "Apex Legends Framerate Fix" "Apex Legends Borderless Windowed smooth" or anything like that and add every single bandaid fix you can think of like fiddling with nvidia control panel, editing the INI, going back to every driver version dating early 2018, modifying windows 10 stuff like editing registry to "optimize" for games and using ultimate power plan. There's way to much for me to list here but that's the gist of it, everything that can be googled for right now I have tried.
I spent the last 4 days trying random fixes on the internet almost 5-6 hours a day, and absolutely nothing has worked except the RTSS thing with scanline sync, however that introduces major input latency and control floatiness so that's not a fix, just a solution that creates another problem.
