Some simple tests you can try.
1) Try to run CMD (admin) and type sfc /scannow to check the filesystem.
2) If you have a pro edition of Windows, you can look at Event viewer for errors messages, but only if you're running pro.
3) You can try to remove Apex Legends and origin with Revo Uninstaller (removes most of the files) and reinstall (good chance this fixes your issue).
4) You could try to run Apex Legends through steam.
It sounds like the game isn't shutting down. It could be an anti-virus software that is locking it from shutting down, because it's scanning it.
