This PlayStation-specific error generally indicates an issue with the game installation. Please be sure you've checked for any updates and the game is on the most recent version.
After that point, rather than initializing your system, it would be best to try these steps from PlayStation's site to boot your system in Safe Mode. From here, you'll want to make sure there aren't any available System Software updates as well.
If you're fully up to date in both areas, you'll next need to try the option under Safe Mode > Clear Cache and Rebuild Database > Clear System Software Cache. Restart your system and try the game again after this completes. If the issue is still there, try going back to Safe Mode > Clear Cache and Rebuild Database > Rebuild Database. Please give those steps a try!
