While the progress will be lost from your Steam account due to unlinking it from the EA account where the progress was first earned, if you're just wanting to have access to your Xbox progress on Steam and PS4 this will be fine.
Progress is not transferred from one EA account to another, but linking them after the 26th won't prevent Cross Progression from taking effect - you just won't have the additional progress merged.
