If you're just seeing that spinning icon continually, that may indicate a connection issue preventing you from reaching our servers.

Just to check first, have you tried repairing your game? On Steam you can do that by verifying file integrity with these steps.

After that point I'd definitely go through these troubleshooting steps to see if there's any change, in particular the steps to flush and/or change your DNS.
