Insane GPU usage even at low settings with high end computer

im stuck at 97% gpu usage even at everything at low , changing settings doesnt seems to do any differences. *UPDATED  this might even break your gpu this is a serious issue specs 1080 ti i7-7700...

one year later  still have the same issue why they  didn't fix that 

my gpu reaches 80 degrees (GTX 1070 ti) with 99 usage

Having this same problem with RTX 2080. Literally playing any other game I do not have any problems. Please DEVS help save our GPU's!!
