@thomas_guy_rex yes i was who replied to your original post to delete videoconfig.. honestly i dont know why you are having issues.. try finding r5apex.exe and right click to properties there is an option to delete fullscreen optimization and go ahead and delete videoconfig again like last time

in the r5apex.exe compatibility window if you find an option "Disable Display Scaling on High DPI Settings" maybe try checking it as well
