my settings won't save

I recently build new pc and my apex settings won't save and things like items thumbnails in shop aren't showing up either, couple of days ago some things saved but if i do any changes now they won't save anymore again and items that changed in shop also don't have thumbnails. I gave every permission to the saved games folder, changed EnableLUA to 0 in registry editor and couple other things that i don't remember. Idk if i missed somethingg or if it's a windows problem, any kind of help would be greatly appreciated.

I'm adding my folder and apex settings properties, both of them have full permissions.
