Have you been messing with your files?
Deleting / adjusting the wrong game file could lead to this issue.
If resetting your controls doesn't work, try repairing the game.
@Zeelmaekers repairing didn't fix it but I figured it out. All the key mapings were cleared. there were not associated keys to actions. I clicked on restore defaults and everything works now.
