Performance Issues (Jittery movement)

When I play I get really bad almost jitter, the animations of running almost look like they are rubber banding ( same with all animations) . my fps is 144 pretty constant and there is no packet loss. I have tried everything from a different monitor to playing with the video settings as low as possible but the issue does not go away. It was working fine 2 weeks ago when I last played. I have also tried repairing the files and updating drivers but still getting it. Any help would be appreciated thanks
