Strange Stutter/Lag Issue

iCue seems to have been the culprit.
Oddly, the uninstall was bugged for it, and it didn't show up in revo's uninstall list either, so I used revo uninstaller's "Hunter mode", opened the icue window and dragged the little crosshair over icue. It then allowed me to delete EVERYTHING related to icue, which indeed fixed the weird lag. I then reinstalled icue and Apex continues to function properly.

Four days ago I encountered an issue where suddenly in a match of wildcard, I was stuttering and lagging as if I was having massive packet loss/connection issues. But the connection seemed fine according to in game connectivity display. Alt+F4'd restarted the game, loaded in, still happening. Restarted PC, Still happening. Verified files, still happening. Switched servers, still. Reduced mouse polling to 500hz, no change.
I then Uninstalled and reinstalled the game and updated my graphics drivers, which fixed it for about a day and a half.
Two nights ago I played 4 or 5 rounds, took a break for an hour and when I came back I was experiencing the same issue again. It persists still this morning after another uninstall and reinstall.
As the video shows, when mouse input happens I get this weird stutter and lag. Keyboard inputs seem to persist after lifting the key. Makes the game completely unplayable.
PC Specs: 9700x3D, RTX4090, 32GB RAM 2x2TB NVME SSD. Corsair m&k.
