Poor Apex Performance (PC)

I am currently running Apex on the lowest possible graphics settings and still getting less than 100 FPS and constant stuttering and lag. When I monitor CPU and GPU usage, the CPU is running >95% constantly and the GPU is nearly always <70%. Are there any possible remedies?

I love the game, but I don't understand why I can stream and play PUBG at max settings with 150FPS, but can't get stable gameplay on Apex at the lowest settings and not streaming.   

System Specs:

CPU: I7-9700k (no OC) 

GPU: 2070 Super (no OC) 

RAM: 16 GB 3000 Mhz

Not exactly sure why I'm running into a bottleneck with these specs.
