I'm really sorry, but this is not something we would be able to investigate here on Answers HQ. The best course of action would be to contact the Terms of Service team so they can review the account. They would need to see if the ban can be lifted.
If you've already contacted them that is all you would need to do for now. They will follow up via email as soon as possible.

Hii i saw roster lock for algs champion is 19 may, but today I can't change my subs for algs, because my teamated getting sick. can you help me about that, because I not see any anounchment about closing registrations
