My EA account has not been cancelled or reconnected, and logging in again after a long period of inactivity is considered Level 1

It sounds like your accounts were merged when cross-progression was introduced. You can find out more about that here. However, your accounts should have merged into your highest level account. An advisor should be able to help with this further so please open a case by following these instructions.
