Heirlooms can be bought during events or getting added to a player's inventory by opening Apex Packs.
The chance of getting an heirloom out an Apex Pack is less than 1%, an heirloom is guaranteed when you've opened 400 Packs.

So it's normal that you haven't received an heirloom yet, I'm a week one player myself and still not received an heirloom.
But who knows maybe you get it in the next pack.
