I'm kind of confused what the issue is as you are talking about network problems but also mentioning network issues.
Could you be a bit more clear on what is going wrong? (FPS, Hitreg, ping, ect) Currently, your post is a mix of different things which makes it really hard to troubleshoot.
I checked the DXdiag file you provided, on first look, i don't see any issues 🙂
