Requesting Refund issues, live chat help

I was trying to buy Apex coins on my account yesterday and i accidentally bought it on a wrong account ( had two accounts at one point, one for pc and one xbox). And I am trying to get a refund on it to buy it on the correct account but refund tool wont show that I can refund anything and getting to live chat is difficult. I have not used any of the apex coins on the other account (this account that is posting this). I bought through the EA store because steam wasn't authorizing my payment or it just wasn't going through to apex and this whole issue arose. Please help.
