I tried these steps and I've got no improvement. I cant even connect to a server.

Do any of the steps above help or have you tried reinstalling the game to see if that would have any positive effect? There's always a possibility of corrupted files from a downloaded update.
@EA_Blueberry i am not home to try any of those ATM, but i dont think its an update destination issue, multiple people have posted about having similiar issues when ADS'ing anywhere around skulltown. There is a reddit thread I will link below.

Yes I'm Xbox one. I've had issues since yesterday (8-21-19) at about 10:30AM Pacific time. I have been able to play since.
