Some changes announced, and planned upon and shortly after launch:

The movement nerfs are already in the game. You can clearly see it in the latest play tests. I have not been able to test it myself though.
The weapon sway after jumping seems way too much after the nerfs. Other than that I think the movement changes might actually be good. The movement mechanics should not be spammable, like some players abused exploits during the open beta. So it is great they are fixing that. However the penalty should not make the movement mechanics completely useless either. At least not the first time performing the action. The penalty for jumping the first time should not be that obnoxious.

(The weapon sway has been confirmed by D. Sirland to be a bug — hopefully to be fixed before launch.)
As for the rest, I agree: movement perks should not be spammed. Preposterous all the sliding and bunny-hopping in 2042.
