They're selling this game to shareholders, not players. Shareholders like to see "beeg number" like toddlers enjoy seeing the magic light box flash pretty colors. Due to this, the system was designed so that "Beeg number" would show up on every battle pass release. So they take the numbers from the spike, parade that in front of the shareholders like they've accomplished anything at all, and do not care about the actual customer who has to personally deal with this anti-human design.
Arrowhead was not thinking about beeg number when they designed their system. If there is a HD3 however, it will likely shift over to anti-human practices because it does make the company more money.
