Matchmaker keeps splitting up low pop region players into separate lobbies post-game

I have recorded and experienced this so many times since BF6 launched and each time it hurts just a little more because I know all it takes to prevent this is to make the main official servers persistent and prioritize existing servers over starting new instances when searching for a game. It's a self perpetuating cycle, as one game ends, two more are created dividing player counts in half, this repeats on and on until eventually enough people leave the bot filled games to search again in hopes of finding a full server.
I found out Portal runs with 30Hz servers unlike the official game modes which run at 60Hz. I therefore have no intention of playing on Portal to circumnavigate this problem as this is what players in my region resort to, in order to deal with the matchmaker splitting up players. And the one time I tried to join that Portal server, the queue was full! Why would I settle for a reduced experience when I paid $70, same as everyone else.
I ask that you look into this issue because tons of people are complaining about being put into lobbies littered with bots despite there being MORE THAN ENOUGH people to fully populate the lobbies in my region.
This was also a problem in the beta, with games ending with 64/64 players and then starting new games with 16/64 players...
I also want to point out that I appreciate bot fill, I think it's a fantastic addition to BF6 as it really helps low pop regions and advances beyond 2042's matchmaker where you couldn't even start official games unless there absolutely was 32 players present, however the issue of disbanding lobbies and splitting up the players into separate servers is counter-intuitive and totally defeats the point of having a matchmaker.
